How do you get to the stairs that are in buildings with no access? There is also a place in the sewer that has stairs, but I can see no way to access that whole area unless it by a secret stairway.

You sort of answered to your own question already.

Look for abandoned building and strangely behaving chest, it may show you the way.

Search well in port Kuudad, you'll find a way to those stairs.

never read the chest quote. duh. so anyway I went through T arcadia, talked to zebbie...decided to wait on trying out some of the chests there when I have better lock pick, and then went up, found the crazy chest/stairs.....got the semi decent loot...and pulled the lever.

so......what opens? I am just about to leave my computer and it will drive me crazy...but I can check my email/web via phone...so what opened? (suspense!)

ahh. silly me. should have walked out....then tried lever. darn. I was hoping for the next mystery!
