Echalon visuals?

Hello there,

I just started playing Eschalon again after a few month leave from itand this time around I find myself wondering... "How was all the art work in the game created?"

Not just the characters and backgrounds... but the spell effects the interface as well... is it photoshop? or some other art program? For a small time developer it looks good.
