something North of Blackwater in same region [spoiler]

There is a switch among the rocks North of Blackwater than I can't reach. Even if I try to target it with Incinerator Fuel, all the nearby squares say "target obscured".

At this point, I don't want to know how to reach the switch or what it does. I just want to know (1) does it do anything, and (2) has anybody been able to activate it from outside the rocky area?

I'm guessing that I'll end up coming up out of the ground next to the switch at some point.

Yes, you will get there from somewhere else, but not from underground. Think teleport (portal) pads.
